Today, procurement in SCEIS requires the use of two systems:
  • SRM 5.0 - Used for shopping cart and bidding functions
  • ECC - Used for purchase order and contract functions
    Tomorrow, procurement in SCEIS will be conducted through SRM 7.2. There will be no need to use ECC for purchase order and contract functions, as they will be included in SRM 7.2, along wtih shopping cart and bidding functions.
    Today, buyers log into SRM 5.0 to use shopping cart and bidding functions, and log into ECC to use purchase order and contract functions, which can be inconvenient. Tomorrow, users will log into SRM 7.2 to complete all procurement functions, including purchase order and contract functions. This will be more convenient for users, as they will no longer be required to log into ECC to complete any procurement functions.
    Today, SRM 5.0 employs graphical screens with navigation through a system of menus. Tomorrow, SRM 7.2 will employ a tabular-screen format, and users will navigate among tabs, rather than through menus.
    Today, reverse auction functions are not available in SRM 5.0, and must be completed through a separate system outside of SCEIS. Tomorrow, SRM 7.2 will include reverse auction functionality beginning in early 2014 when the current contract for the reverse auction system has expired.
    Today, the delivery date of goods known as the "Required on" date, defaults to the current date in the shopping cart. Tomorrow, shopping cart creators will be able to alter the "Required on" date in the shopping cart as needed.
    Today, when an agency needs to add a line item to a purchase order, the buyer must key the information into the purchase order manually. Tomorrow, a buyer can pull a line item from a shopping card directly into an existing purchase order.
    Today, it is possible to adda contract number to a purchase order in SRM 5.0, but the funding must be re-entered. In SRM 7.2, buyers will be able to add a contract number to a shopping cart with no requirement to re-enter data.
    In SRM 5.0, purchase orders post immediately into the Funds Management portion of ECC. In SRM 7.2, users will be able to specify a future date for posting a document.
    Today, SRM 5.0 checks the availability of funds when a user creates a shopping cart, and when a user creates a purchase order, it encumbers the necessary funds. In SRM 7.2 agencies will be able to use "incremental funding," which means they can create partially funded purchase orders. These purchase orders will have a set percentage of the total funded and a set percentage of the total unfunded.
    In SRM 5.0, users can insert line intems into a bid schedule, but the line items that fall after the insertion have to be re-entered. In SRM 7.2, users will be able to insert and re-sort line items in bid schedules without re-entering any data.
